Premier League clubs’ attempts to comply with spending rules by selling players this summer could be thwarted by international managers’ refusal to grant access to their squad members at the European Championship.
Chelsea, Newcastle, Nottingham Forest and Leicester all face the prospect of having to sell players by 30 June to avoid being charged with breaching Profit and Sustainability Rules [PSR], which would almost certainly lead to them being docked points next season.
Conor Gallagher is the England star most likely to be affected as the Chelsea midfield player enters the final 12 months of his contract this summer, with Chelsea considering selling him before the end of June to give themselves PSR headroom, although that may not be straightforward.
FA sources told Mail Sport that it is unlikely any agents would be permitted to meet with their players to discuss transfers during the European Championship, not least as England’s last 16 game in Germany will take place on 29 or 30 June, which for clubs struggling with PSR is looming as a second transfer deadline day.
In addition to Gallagher several other England players in Gareth Southgate’s squad for this week’s friendly internationals against Brazil and Belgium also likely to be the subject of transfer sagas this summer, particularly Harry Maguire, Ivan Toney and Jarrad Branthwaite, although those deals will not necessarily need to be done during the tournament.

Away from the England squad several other Premier League stars who could be at the European Championship face uncertain summers.
Newcastle’s Dutch defender Sven Botman is regarded as a sellable asset and is in contention to be named in Ronald Koeman’s squad, while Leicester are under significant pressure to sell players as they face two PSR charges and have attracted interest in Belgian international Wout Faes.
Nottingham Forest are unlikely to be affected as their most sought-after stars Morgan Gibbs-White and Brazilians Murillo and Danilo will not be at the Euros.
